Türkiye’s Logistics Free Zones: Strategic Hubs for International Trade and Investment (As of 2025)

As of 2025, Türkiye’s free zones have become dynamic centers for global trade and foreign direct investment. With 19 active free zones strategically positioned across the country, Türkiye offers a compelling environment for international entrepreneurs looking to establish or expand their presence in key markets.

Export Growth and Sector Performance

Türkiye’s free zones achieved significant export milestones in recent years. In 2025, the zones had set an export target exceeding 12.5 billion USD, reflecting the sector’s ambition and capacity for growth. From just 2.3 billion USD in 2002, total free zone exports reached 12 billion USD by 2024, marking a 60% increase over the past four years.

Currently, a total of 2,089 companies operate in Türkiye’s free zones, including 520 with foreign capital. Collectively, these companies employ approximately 90,000 people. Since their inception, free zones have attracted over 7 billion USD in private sector investment, and by 2024, generated a trade surplus of 4.1 billion USD.

Strategic Locations for Global Access

Türkiye’s free zones are strategically distributed to connect European, Middle Eastern, and Asian markets. They are mostly located near major ports in the Mediterranean, Aegean, and Black Sea regions, and offer proximity to international airports and key highway networks.

This geographical advantage enables companies to streamline distribution and significantly reduce logistics costs. The infrastructure in these zones is comparable to that in developed countries, yet rental costs for open and closed areas are generally lower than in competing markets.

Tax and Financial Incentives

Income and Corporate Tax Exemptions

Firms operating in free zones benefit from generous income and corporate tax exemptions. This is particularly true for companies engaged in manufacturing, making the zones highly attractive for industrial investment.

Customs and VAT Exemptions

  • imports to free zones are exempt from: customs duties, value-added tax (VAT), and other import taxes
  • sales from within Türkiye to the free zones are also free of VAT

These exemptions provide significant operational cost savings and enhance overall trade efficiency.

Logistics Services Incentives

  • certain logistics services rendered entirely to foreign entities qualify for: 100% exemption from income and corporate taxes
  • documents issued within the free zones are: exempt from stamp tax
  • real estate within the zones is: not subject to property tax

Employee Income Tax Relief

Companies that export at least 85% of the FOB value of their products are granted full income tax exemption on their employees’ wages.

Operational Flexibility and Business Advantages

Flexible Inventory Management

Companies can store goods in the zones without any time limitation. This feature simplifies inventory management and reduces overhead costs.

Free Capital Transfers

Profits earned in free zones can be transferred freely to both Türkiye and abroad, without restrictions. This liberal regime is a significant benefit for international investors.

Wide Range of Permitted Activities

The zones accommodate a broad spectrum of business operations, including:

  • manufacturing and assembly
  • research and development (R&D)
  • software development
  • packaging and labeling
  • banking and insurance services
  • warehousing and logistics
  • maintenance and repair services

Attractive Investment Environment

Equal Opportunity for Foreign and Local Firms

In Türkiye’s free zones, foreign and domestic investors enjoy equal access to all incentives. This framework promotes a level playing field and encourages fair competition.

Infrastructure and Equipment Advantages

  • zone infrastructure is developed: free of VAT and other taxes
  • use of second-hand or used machinery is: permitted, lowering capital expenditure

Property and Construction Incentives

  • real estate transactions are: exempt from deed fees (title deed tax)
  • construction and related services, including design and occupancy: benefit from VAT exemption

Conclusion: High-Value Platforms for International Entrepreneurs

With nearly 2,000 companies—about half of them foreign-capitalized—Türkiye’s free zones have evolved into vibrant ecosystems for international commerce. Their strategic locations, competitive cost structures, and robust incentive packages continue to make them indispensable for global entrepreneurs seeking to expand in Eurasian markets
