Real Estate Investment Taxation in Türkiye: 2024-2025 Guide for International Entrepreneurs

Türkiye continues to be a top destination for real estate investors thanks to its dynamic market, strategic location, and competitive tax incentives. As an international entrepreneur looking to invest in Turkish real estate, understanding the latest taxation updates for 2024-2025 is crucial for making informed decisions.

Below is a comprehensive overview of the most up-to-date real estate tax regulations in Türkiye that will impact both institutional and individual investors.

1. Corporate Tax and Real Estate Investment Funds

– Starting from 2025: Real estate investment funds (GYFs) and real estate investment trusts (GYOs) will receive a corporate tax exemption on 50% of their earnings from real estate if they distribute these earnings. Otherwise, they will be subject to a 30% corporate tax.
– Minimum Domestic Corporate Tax: From 2025 onwards, a minimum domestic corporate tax will apply to GYFs and GYOs, with a rate that cannot be less than 10% of corporate earnings.

2. Property Tax

– 2025 Property Tax: Property tax values will be recalculated by increasing the previous year’s values by half of the revaluation rate. For 2025, the property tax base value will increase by 21.965%.
– Luxury Property Tax: In 2024, real estate properties with a taxable value exceeding 12,880,000 TL will be required to submit a luxury property tax declaration.

3. Title Deed Fee and Annual Property Tax

– Title Deed Fee: The title deed fee is applied at 4% of the declared property value, shared equally between the buyer and seller. Compared to taxation systems in countries like the United States, this provides a transparent and predictable alternative.
– Annual Property Tax: Property owners pay annual taxes ranging from 0.1% to 0.6%, depending on the type and location of the property. This tax rate is considered attractive for investors from countries with high property taxes.

4. VAT Exemption

– VAT Exemption for Foreign Buyers: International investors who purchase real estate in foreign currency and meet specific conditions are eligible for VAT exemptions. This significantly reduces initial costs, making it a favorable advantage for investors from high-VAT regions.

5. Capital Gains Tax Exemption

– Capital Gains Tax Exemption: Investors who hold onto their property for five years or more are exempt from capital gains tax. This policy encourages long-term investments and ensures higher profitability from increasing property values.

6. Withholding Tax Application

– Holding Investment Fund Shares for Over Two Years: Investors who hold participation shares in venture capital investment funds or real estate investment funds for more than two years will benefit from a 0% withholding tax. This applies to both institutions and individual investors.

These updated tax regulations are designed to enhance the attractiveness of Türkiye’s real estate market for international entrepreneurs. By leveraging corporate tax exemptions, VAT benefits, and reduced transaction costs, investors can effectively increase their returns while taking advantage of Türkiye’s strategic position as a global investment hub.
