Integration of Foreign Investors into Local Industrial Clusters in Türkiye

Foreign investors can integrate into Türkiye’s structured industrial clusters and organized industrial zones (OSBs) either by making direct investments or by participating in supply chains. Türkiye’s 2024–2028 strategic plans aim to strengthen the role of foreign capital within these clusters, fostering sustainable economic transformation and technological advancement.

Türkiye allows foreign investors to partner in industrial zones that host both national and international companies. Foreign-capital industrial zones can establish partnerships with other OSB administrations, granting access to economies of scale and established supplier networks.

In particular, Türkiye’s four main industrial development corridors serve as focal points for cluster-based specialization. Within these corridors, sectoral integration opportunities arise in areas such as automotive, electronics, machinery, and chemicals.

Participation in Global Value Chains

According to Türkiye’s global integration strategy, foreign investors can enter the market more easily under conditions of legal and economic stability. The government continues to improve the investment environment to attract capital that supports the transition from low value-added production to advanced high-technology sectors.

Integration extends beyond manufacturing, offering scope for foreign investors to participate in design, marketing, and research and development (R&D) functions. This diversification aligns with Türkiye’s broader goal to strengthen its position within global value chains.

Government Support in the 2024–2028 Period

The official strategic programs of Türkiye encourage the participation of foreign investors in industrial clusters. New support schemes are being developed to enhance cluster competitiveness and foster a shift toward high-technology production. Additionally, Türkiye’s investment incentive system has been revised to include updated approaches that encourage international partnerships and innovation-centered growth.

Geographic Focus Areas

Among Türkiye’s urban centers, Istanbul is the country’s sole representative in the global city classification, acting as a leading hub for international trade and finance. Other cities such as Ankara, Antalya, Bursa, İzmir, and Kocaeli also possess strong integration potential. Industrial clusters in these cities provide international investors with strategic access to specialized sectors and extensive business networks.

Key Requirements for Successful Integration

For foreign investors to effectively integrate into Türkiye’s industrial ecosystems, several critical factors must be considered:

  • institutionalization of innovation governance
  • increased R&D investments
  • collaboration with local companies

Aligned with Türkiye’s regional development strategy, both domestic and foreign-capital investments are being expanded.
