Data Centers and Cloud Services in Türkiye: Emerging Opportunities for Global Entrepreneurs

Türkiye’s data center and cloud infrastructure sector is entering a major expansion phase, driven by strategic public and private investments. The country positions itself as a regional digital hub connecting Europe, Asia, and the Middle East, offering a wide range of opportunities for international technology investors and cloud service providers.

Current Status of Türkiye’s Data Center Sector

As of late 2025, Türkiye’s total operational data center capacity stands at approximately 160 MW. This capacity is expected to exceed 210 MW as several data centers currently under development become operational, marking an increase of over 30% in total capacity. These expansions highlight the country’s strong focus on digital resilience and rapid technological transformation.

Leading Data Center Operators in Türkiye

The data center landscape in Türkiye is defined by the presence of large local telecommunications companies and major international players operating under global standards.

Domestic Operators

Türk Telekom and Turkcell lead the domestic market with extensive national infrastructures. Türk Telekom operates Tier III-certified facilities in Ankara, Istanbul, and İzmir, offering more than 10,000 m² of white space with advanced redundancy systems. Turkcell, with data centers in Gebze, Ankara, İzmir, and Istanbul, maintains over 33,500 m² of capacity, housing more than 16,000 servers in its Gebze facility alone. Equipped with earthquake isolation systems and 30 MW capacity, Turkcell’s centers adhere to Tier III and IV standards, providing high operational reliability.

Vodafone Türkiye operates a 9,000 m² Tier III-certified data center in Istanbul, focusing on energy efficiency and high availability.

Other significant players include:

  • Radore: established in 2004 with 2,500 m² capacity
  • KoçSistem: operating 4,000 m² Tier III data centers in Ankara and Istanbul
  • VeriPark: specialized in financial sector solutions
  • MedNautilus: Türkiye’s first independent Tier III-certified operator
  • DorukNet: focused on managed and hosting services

International Operators

Equinix operates from Istanbul, providing co-location and interconnection services that meet international standards. Telehouse Istanbul, part of Japan’s KDDI Group, also serves international clients with exceptional uptime and security. MedNautilus plays a unique role by providing access to undersea fiber cable systems, linking Türkiye directly to international digital networks.

Major Investments and Capacity Expansion

Türkiye’s data center industry is undergoing a phase of sustained growth, supported by more than 2 billion USD in new investments expected to be fully implemented by 2026. Companies such as Khazna, Trendyol, and Türksat are central to these developments.

The sector aims to quadruple its 250 MW infrastructure and surpass 1 GW total capacity by 2030. This ambitious goal is backed by a national plan exceeding 10 billion USD in funding, designed to establish special data center zones and high-performance computing clusters that attract domestic and foreign investors alike.

Artificial Intelligence and Hyperscale Infrastructure

Türkiye’s strategic agenda emphasizes the development of localized artificial intelligence systems and advanced large language models. In partnership with the Ministry of Industry and Technology and TÜBİTAK, hyperscale data centers are being developed to power AI research and innovation in natural language processing, computer vision, and machine learning.

These infrastructures are designed for public, private, and academic use, ensuring broad access to computing power and data management resources. The initiative also supports a local software ecosystem encompassing operating systems, cybersecurity tools, and ethical evaluation frameworks.

Business Opportunities for International Entrepreneurs

Türkiye’s growing digital economy provides a fertile environment for international partnerships and investments. Key areas of opportunity include:

  • infrastructure partnerships: alignment with Tier III and Tier IV certifications enables collaboration with globally recognized operational standards
  • regional hub development: Türkiye’s geographic location offers strategic access to markets across Europe, Asia, and the Middle East
  • cloud services and AI demand: expanding public and private sector needs for big data analytics and AI integration generate demand for managed cloud services
  • AI ecosystem participation: hyperscale data centers open research and integration opportunities for global companies contributing to Türkiye’s AI ecosystem
  • sustainable energy and green technology: continuous infrastructure expansion creates space for energy optimization and renewable energy solutions

Technical Standards and Security Measures

TÜrkiye’s data centers comply with Tier III and Tier IV international standards, guaranteeing redundancy, uptime, and fault tolerance. Advanced co-location services, data backup, disaster recovery, and cybersecurity systems are integral features. Facilities include DDoS protection, 24/7 monitoring, and 100% uptime guarantees, ensuring enterprise-grade data reliability.

Summary and Outlook

Türkiye’s data center and cloud services industry is experiencing rapid growth, with capacity expanding beyond 210 MW by 2026 and targeting 1 GW hyperscale infrastructure by 2030. Supported by multibillion-dollar investments and strategic government initiatives in artificial intelligence, the country offers global entrepreneurs lucrative opportunities in digital infrastructure, cloud innovation, and sustainable technology partnerships.
