Government Incentives and Support Programs in Türkiye 2025

Türkiye offers a wide range of financial and non-financial support mechanisms for international entrepreneurs and investors. The 2025 programs actively cover all stages of business development, from establishment to growth, innovation, and export. These government incentives aim to strengthen Türkiye’s role as a competitive international business hub.

Investment Incentive System

Türkiye’s Investment Incentive System was comprehensively revised in 2023, forming three main support schemes designed to direct domestic and foreign investors toward strategic sectors.

Technology Initiative Program

This program focuses on high-technology investments with a minimum investment of 100 million TL. The available supports include:

  • customs duty exemption
  • VAT exemption
  • tax reduction
  • interest or profit share support (25% up to 12.5 points)
  • machinery support (25%)
  • employer’s social security premium support (8 years, 12 years in Region 6)
  • allocation of investment land

Strategic Initiative Program

For industrial investments above 200 million TL, including digital and green transformation projects. Projects exceeding 50 million TL in certain fields may benefit from strategic incentive advantages.

Priority Investment Incentive Scheme

Offers support for investments above 12 million TL in Regions 1 and 2, and 6 million TL in other regions. These include interest support, machinery support, and employer’s social security premium support.

Local Development Initiative

As of 2025, the Local Development Initiative Program has launched new application calls to boost regional industrial capacity and employment.

KOSGEB Supports

The KOSGEB (Small and Medium Enterprises Development Organization) remains one of the most influential funding agencies for startups and SMEs in Türkiye.

Entrepreneur Support Program – Business Development Grant

In 2025, KOSGEB revised the program under the motto “KOSGEB Selects Its Entrepreneurs”. It provides support in the following structure:

  • support amount: up to 1.5 million TL, covering 80% of eligible costs
  • additional grant: 150,000 TL for young, female, disabled, veteran entrepreneurs or relatives of martyrs
  • repayment: begins 36 months after receiving the grant

The supported sectors include manufacturing, telecommunications, software, IT infrastructure, and R&D activities. Eligible expenses cover personnel, machinery-equipment, molds, and consultancy costs.

Over the first three periods of 2025, 6,525 entrepreneurs applied, with 1,127 projects receiving a total of 1.62 billion TL in grants out of 2.7 billion TL total investments. The third application period was held between 1 and 31 October 2025.

TÜBİTAK Support Programs

TÜBİTAK designs innovation-driven programs for technology-based enterprises and research-oriented ventures.

  • 1812 – BİGG Investment-Based Entrepreneurship Program: targets technology and innovation-oriented startups with 2025 calls currently open
  • 1501 – Industrial R&D Support Program: applications were received between 2 January and 26 March 2025
  • 1507 – SME R&D Start Program: second 2025 call opened on 14 August 2025
  • BİGG (Individual Young Entrepreneurship) Program: provides non-refundable grants to support commercialization of innovative business ideas by young entrepreneurs

Export Incentives

The Ministry of Trade offers multiple incentives for companies seeking to expand internationally. The supported areas include:

  • virtual trade delegations
  • UR-GE (International Competitiveness Development) projects
  • office and unit rental support abroad
  • promotion support
  • international chain store promotion
  • design and brand development programs
  • Turquality brand certification
  • domestic and international trade fairs
  • digital trade fairs
  • green deal compliance projects
  • support for acquiring foreign brands or companies

Energy Efficiency Supports

Under the Ministry of Energy and Natural Resources, the following programs encourage sustainable industrial practices:

  • energy efficiency improvement projects (VAP)
  • energy and carbon reduction (EKA) support
  • incentives under Region 5 classification
  • support for self-consumption energy production

R&D and Innovation Support Programs

Türkiye provides a diverse R&D support structure through TÜBİTAK and the Ministry of Industry and Technology:

  • University-Industry Collaboration Program (1505)
  • TÜBİTAK International Industrial R&D Support Program (1509)
  • Technology-Oriented Initiative Program (1511)

Rural Development Grants

The Agriculture and Rural Development Support Institution (TKDK) implements the IPARD Program funded by the European Union. It offers notable non-repayable grants for investments in agriculture, food processing, and rural tourism.

Other Key Supports

  • Employment Incentives: various schemes supporting new employment and workforce training
  • Organized Industrial Zone Incentives: infrastructure and facility support for investors within industrial zones
  • E-commerce Supports: encourage online business establishment, digital marketing, and cross-border trade expansion

For example, the KOSGEB Entrepreneur Support Program opens multiple calls throughout the year with unique deadlines for each round.
