Türk inovasyon merkezleri ve teknoparklar: yabancılar için fırsatlar

Innovation Hubs and Technoparks in Türkiye: Opportunities for International Entrepreneurs

Türkiye has become one of the most dynamic technology and innovation destinations in recent years, attracting international entrepreneurs and professionals through advanced programs and supportive infrastructure. The Türkiye Tech Visa Program and the expanding network of technoparks have created exceptional opportunities for global talent seeking to build, invest, and scale technology-driven businesses in the country.

Türkiye Tech Visa Program

Launched by the Ministry of Industry and Technology, the Türkiye Tech Visa Program invites highly skilled professionals and innovative startups to become part of the country’s vibrant innovation ecosystem. The initiative aims to accelerate the participation of international talent in Türkiye’s tech landscape and reinforce its position as a global innovation hub.

The program provides a wide range of benefits, including:

  • special work permits for up to three years, along with streamlined residence permit procedures for family members
  • income and corporate tax exemptions under certain conditions
  • access to comprehensive public healthcare
  • free office space in technoparks and incubation centers, depending on availability
  • investment and project financing opportunities through venture capital networks

Technopark System and Support Mechanisms

Türkiye’s technopark network offers complementary services designed to help both local and international entrepreneurs succeed in research, development, and commercialization. Participants in registered technoparks benefit from a robust support framework that includes:

  • training and consulting services covering business modeling, market analysis, and financial planning
  • incubation and acceleration programs tailored for startups and growth-stage companies
  • networking and collaboration opportunities with research centers, investors, and corporate partners
  • project management assistance and access to public and private support schemes

Growing International Interest

Türkiye’s technoparks have seen a notable increase in foreign participation. In 2025, the Director of Gaziantep Technopark, Kazım Yıldırım, confirmed that 14 international companies applied to operate within the technopark. Applicants came from countries such as Iran, Pakistan, Russia, Belarus, and several African nations.

These projects often show high research and innovation potential. Examples include Iranian entrepreneurs developing safe chlorine-based materials supported by six international patents, and Pakistani companies preparing to export cybersecurity solutions globally through Türkiye.

Key Examples of Successful Technoparks

Biruni Technopark ranked third in Türkiye in 2024 for attracting startup investment, hosting 289 entrepreneurial ventures and raising USD 150.94 million in total capital. The park has become a magnet for both local and foreign founders seeking scalable growth environments.

YTU Yıldız Technopark continues its international expansion, operating liaison offices in Dubai, Tashkent, London, Amsterdam, Berlin, and Chicago. Its global outreach connects Turkish innovators to international venture funds and foreign founders to Türkiye’s research and development ecosystem.

Gaziantep Technopark, in cooperation with the Qatar Development Fund SPARK Program, supports hybrid entrepreneurship initiatives by offering company establishment aid, salary subsidies, rental and operational expense support, and business development grants. Its incubation services can be accessed for up to 36 months.

Operational Framework for Foreign Companies

Foreign enterprises can operate in technoparks once officially registered in Türkiye and upon submitting an approved research and development project. The system also allows international staff recruitment under specific conditions. Within Türkiye’s innovation zones — including technoparks, industrial zones, and free zones — investors enjoy substantial tax-related and administrative advantages.

Evaluation and Selection Criteria

Applications to the Türkiye Tech Visa Program are reviewed by an expert panel, and approved candidates receive a work permit exemption facilitating smooth entry into the Turkish job market. The evaluation prioritizes projects with high R&D intensity and patent-based innovation potential.

Conclusion

For entrepreneurs seeking a strategic base that bridges Asia, Europe, and the Middle East, Türkiye offers a uniquely supportive ecosystem integrating financial incentives, academic expertise, and international connectivity. Through its tech visa program and thriving technopark network, Türkiye is not only encouraging innovation but also shaping itself as a central hub for global technology and research-driven enterprises.
