Certificate of Origin in Türkiye: Updated Guidelines for 2025

In Türkiye, a Certificate of Origin is issued by exporters or their legally authorized representatives and is certified by the Chamber of Commerce or Industry to which the exporter is affiliated. This rule applies both to traditional certificates and to Form A documents under the Generalized System of Preferences (GSP).

Issuance and Approval Process

As of 2025, the entire certificate issuance process is digital. Exporters or their authorized agents responsible for signing customs declarations must complete the certificate electronically via the MEDOS system or through customs declaration software, then submit it online for approval by the respective chamber.

Role of the Chambers

Chambers of Commerce and Industry play a key role by:

  • verifying that the certificate is properly completed according to official regulations
  • reviewing accompanying export documents to confirm the goods qualify as having Turkish origin
  • issuing final approval only after confirming compliance with all requirements

Certificate Format and Language Requirements

Certificates of Origin must adhere to specific technical standards:

  • Size: 210 x 297 mm
  • Paper weight: at least 64 gr/m²
  • Design: printed with watermark background
  • Language: printed in Turkish, English, and French

Certificates are prepared in three copies:

  • one on watermark-printed paper
  • two on white paper

After approval, one white copy, along with a copy of the invoice and a signed letter of request, is retained by the chamber. The remaining copies are returned to the exporter for use in clearance or submission processes.

Latest Developments in 2025

Significant advancements in digitalization have been implemented in Türkiye’s customs operations in 2025. According to statements from Trade Minister Ömer Bolat, full digital transformation has been achieved for company formations. Entrepreneurs can now complete procedures entirely online using electronic or mobile signatures.

New provisions related to Certificates of Origin include:

  • additional flexibility post-clearance: when goods are reclassified under new tariff codes during inspections, exporters may be granted extra time to submit an updated Certificate of Origin

Key Considerations for International Entrepreneurs

For international businesses operating in Türkiye, it’s important to understand that:

  • Chambers may request supporting documentation to verify Turkish origin of goods
  • All evidence, such as raw material invoices, production records, and product specifications, should be ready for submission

In case of discrepancies or required changes, exporters can request to cancel a previously approved certificate via MEDOS and, after making necessary corrections, re-initiate the approval process. This flexibility is a valuable asset for international trade operations.

Conclusion

Understanding the digital and regulatory framework of the Certificate of Origin process in Türkiye enhances efficiency and compliance for exporting firms. With simplified online procedures and responsive institutional support, Türkiye continues to offer a business-friendly environment for international entrepreneurs.

To explore detailed guidance on Türkiye’s trade procedures and certifications, visit the official MEDOS portal or consult your regional Chamber of Commerce.
