Licensing and Certification of Products in Türkiye: Regulations for 2024-2025

Entrepreneurs looking to do business in Türkiye must be aware of the local licensing and certification regulations, which vary across different sectors. For 2024-2025, several updates have been introduced, affecting agriculture, exports, trade expertise certification, and compliance with international standards. Below is a summary of the key requirements and support mechanisms.

Agriculture Sector

2024 Agricultural Subsidies

Support payments for products produced in 2024 will be provided under the 2025 budget using the previous system. These subsidies include diesel, fertilizer, soil analysis, organic farming, and good agricultural practices support. Diesel and Fertilizer Support

Subsidies will be provided according to the type of product per hectare:

  • For barley, wheat, rye, triticale, dry beans, and oats: 123 TL per hectare for diesel, 62 TL per hectare for fertilizer.
  • For rice: 300 TL per hectare for diesel, 62 TL per hectare for fertilizer.

Organic Farming Support

Farmers registered in the Farmer Registration System who engage in organic farming will receive payments if they obtain product certification:

  • For individual product certificates: 270 TL per hectare.
  • For producer group certificates: 135 TL per hectare.

Good Agricultural Practices Support

Farmers with Good Agricultural Practices (GAP) certificates issued by authorized institutions in 2024 will receive financial support:

  • For first-category products under covered production: 400 TL per hectare for individual certification, 200 TL per hectare for group certification.

Export Sector

Women’s Entrepreneurship Certification

The Turkish Exporters Assembly (TİM) and the Turkish Standards Institution (TSE) have developed criteria for women’s entrepreneurship certification. Special financial support is provided to certified exporting companies through Türk Eximbank and İGE A.Ş.:

  • Up to 3-year term loans amounting to 4 billion TL.
  • Foreign currency loans for up to 10 years, with a maximum value of $200 million.

Foreign Trade Expertise Certification

Foreign Trade Specialist Certification Program

The Participation Banks Association of Türkiye (TKBB) is offering a Foreign Trade Specialist Certification Program for 2024-2025. This program includes:

  • 15 days of training.
  • 11 modules and a total of 60 hours.
  • A certification exam with a passing score of 70 out of 100.

EAC Certificate for Customs Union Compliance

EAC Customs Union Certification

The EAC Certificate demonstrates compliance with the technical regulations of the Eurasian Economic Union (EAEU), covering Russia, Kazakhstan, Belarus, Kyrgyzstan, and Armenia. Certification is granted for:

  • Specific shipments.
  • Series production for 1, 3, or a maximum of 5 years.
