The Impact of Digitalization on SMEs in Türkiye (2024–2025)

Current State and Levels of Digitalization

Small and medium-sized enterprises (SMEs) in Türkiye show significant disparities in their digital transformation journey. According to the OECD 2023 data, around 70% of SMEs have adopted basic-level digitalization, which primarily includes the use of websites, social media, and e-invoicing. However, by 2025, many Turkish SMEs still follow a “minimal compliance” approach, perceiving digital transformation as a necessity rather than a strategic opportunity.

Economic Effects of Digitalization

Digital technologies are driving measurable improvements in SME productivity in Türkiye. Key findings show that:

  • Internet access: SMEs where more than half of employees have internet access are 3 times more productive, achieving a 30.2% increase in efficiency.
  • ERP software: Businesses using ERP systems are 2.3 times more productive and gain an 18.5% boost in efficiency.
  • Cloud computing: SMEs adopting cloud technologies demonstrate 1.8 times higher productivity, reaching an 11.8% increase.
  • CRM software: The use of customer relationship management tools contributes to an 18.3% productivity gain.

According to an overall digitalization index, medium-level digital SMEs are 2.5 times more productive, while high-level digital ones are 4.6 times more efficient than those at the lowest level. Studies predict that if SMEs in Türkiye double their position in this index, the national economy could gain an additional 4% growth.

Key Challenges and Barriers

As of 2025, several structural and operational challenges continue to hinder the digital transformation of Turkish SMEs:

  • Infrastructure deficiencies: Limited high-speed internet access and weak digital infrastructure increase vulnerability.
  • Digital literacy: Low digital literacy among employees restricts the return on technology investments.
  • Poor investment decisions: Many SMEs invest in ERP, CRM, or automation tools without conducting proper needs analysis, leading to inefficient use of resources.
  • Cybersecurity risks: Weak infrastructure exposes businesses to ransomware and data breaches.

Government Policies and Support Mechanisms

Within the scope of the 12th Development Plan (2024–2028), the Turkish government has introduced major initiatives to encourage SME digitalization. Based on the research conducted by the Union of Chambers and Commodity Exchanges of Türkiye (TOBB) through the Smart SME Platform between May and December 2024, 10 strategic recommendations were proposed, focusing on areas such as:

  • Low-interest loans: financing digital infrastructure investments
  • Cloud technologies: offering affordable cloud services tailored for SMEs
  • Regional cooperation: facilitating technology transfer between developed and less-developed regions

Additionally, the government aims to increase the number of technology-oriented enterprises, known as Turcorns, to 25 within three years by expanding SME smartification efforts.

Digitalization Strategies for SMEs

In 2025, successful SMEs in Türkiye are implementing comprehensive digital strategies aimed at sustainable growth and efficiency:

  1. Digital needs assessment: identifying gaps and areas that can create added value in current operations
  2. Preference for cloud-based systems: avoiding high hardware costs by using scalable subscription models
  3. Employee training: improving digital literacy and treating technology adoption as a process of conscious learning and adaptation
  4. Cybersecurity infrastructure: integrating data protection and business continuity as a core business function

Business Opportunities for International Entrepreneurs

Türkiye’s ongoing SME digitalization process offers promising opportunities for global technology and consultancy players. Potential areas for collaboration include:

  • SaaS and cloud services: strong demand for sector-specific packaged solutions
  • Digital transformation consulting: increasing need for strategic guidance and requirements analysis
  • Cybersecurity solutions: rising importance of products and services that address data protection and cyber threats
  • Education and e-learning platforms: growing market for digital literacy and technology training solutions

The SME ecosystem in Türkiye stands as a cornerstone of the country’s economic progress. Official policy frameworks confirm that digital transformation is not only vital for boosting economic growth but also essential for strengthening Türkiye’s global competitiveness. Given the pace of change and policy support, the country’s SME digitalization market presents a dynamic and fast-growing opportunity for international entrepreneurs and investors.
